Most short girls can agree that buying jeans is problematic, but there's no struggle as real as finding leggings that fit. I mean, you aren't about to go hem your leggings like you would jeans, and maybe you just don't want a cropped capri. I'm 5'3", so for me, buying leggings generally means two lengths: cropped or extremely bunched up. Obviously, having all that extra fabric gathering at your ankle isn't cute, but cropped isn't always a good option, either.
